Why do the shadow Government and their spooks think that they have the answer?

There are many sites on the internet dedicated to conspiracies; usually Global and usually centred in the USA. Illuminati, fabulously weallthy ancient families, Monarchies etc. Whatever the reality or delusion of these speculations one thing is clear; there are people involved at the highest levels of Global power who seem to believe that they are beyond democracy (though they claim to espouse it) and that their views are best for the future of our World. Bilderberg group would be one of them. The OSS/CIA an executive wing. What do they hope to achieve?
