Can I cash The Cashiers Check?

I received this letter stating i won Shoppers lotto co-operation sweepstakes lottery so im entitled to 150,000.00 so this letter came with a cashiers check for 3,655.00 and 2,800 is suppose to go to taxes so im suppose to western union that to a tax agent that they pick! sounds crazy right? ok so the tax agent threw me off , so would i be able to cash the cashiers check and not deal with the tax agent are the rest of that crazy money?
