I'm sorry, I think the best way is not give the access. Artic & Antartica has the highest bad result for air pollute, because the atmosphere's pole is in both of them. If we give access to Antartica to begin industrial activities like that, will cause more dirty smog & dirty water that can broke the atmosphere. The lack of the atmosphere can cause the extinction of all living creatures, including humans.
